You put the game in when you've got the game. Some people choose to put upcoming games in there, but I've never really seen the point.
edit: to be clear though, if you've pre-ordered then it goes on the list right now. Because pre-ordering is for chumps. You can apply to the DuckBreaker for clemency in exceptional cases, though, for example a limited run game or that silly thing Nintendo did where they artificially limited the Mario All Stars collection, etc. etc. But you'd still be a chump.
