I know it's been memed to death but Africa by Toto is genuinely an amazing song. Every segment, be it the intro, verse, pre-chorus, chorus or break is a fucking earworm. Most songs have one catchy bit, this song is made of catchy bits.
Because of that it's legitimately the pinnacle of pop song-writing.

Despite the fact that my memory of the song is tied to me hearing it continually on the car radio while my dad drove me to a school I hated, I absolutely love Groove is in the Heart. It's always being played in the local supermarket near my apartment.

However if you allow songs with samples to be judged by the same yardstick you get in to trouble. Jive Bunny would be the pinnacle of popular music. However, I would invite the forum to consider appraising Justified & Ancient by the KLF using the same approach used by OP.

The Weezer version of Africa is the best one.
