If you're an international company that source engineers globally, with English as your company language. Chances are pretty big that you'd put your factory near London.

You'd have to think it would be up there, yes. Although the ultimate winner would be whoever could offer the biggest tax incentives regardless of location, so probably still London as we hate charging massive companies tax and make up the shortfall shitting all over SMEs.
