They're not (or are unlikely to be) technically wrong. The common law in looseish terms is every judgment* handed down in a court of law - civil or criminal - in England & (later) Wales since about 1150 a.d., so there's bound to be some case from 1837 where Barry Shitpeas from Arse End, Nowhere managed to convince a judge that his smallpox vaccine hurt lots and his wife wouldn't touch his peepee anymore so he deserves thruppence ha'penny for his hurt feelings and blue balls.
Unfortunately they have no legal standing, so I hope the cow in the sleeping bag for a coat gets prosecuted for the whole "common law constable" thing, and her accomplices get done for anything that will stick
*assuming it wasn't overturned on appeal, retracted following a retrial, or quashed
