I think it does include the top of the arm/shoulder but not hands/forearms. Either way it's shit. Unless everyone score like this  Heh, that dude is deffo from a different universe |

It's a tricky one imo as while it might not seem like a hand/arm/whatever matters in the context of an offside call, it's quite important in how that body part being in that position has affected the process of a player accelerating into a scoring position.
I've always thought it should just be a foot/planted foot personally. Just need something simple where everyone knows what's what.
