Quite a lot of states don't require front license plates and if there was a camera pointed at the back given the quality of the footage maybe it wouldn't be readable either.

You'd think they'd have a camera at the back though, pointed at the numberplates, so the police would actually be able to catch anyone who does anything bad. It doesn't seem like it should be that hard to catch someone when you have their car and them on cctv.
