I don't see how the stewards can blame Hamilton for that after taking no further action for the exact same thing at the second chicane on lap 1. Inevitable if you set a precedent for allowing drivers to run each other off the road on corner exits.
In my view Verstappen had the right to go around the outside but he never got far enough around to claim the second part of the chicane. Probably a racing incident, perhaps with marginally more blame on Max. Also that genuinely could have been fatal without the halo.

I think you pretty much have to be at full lock to make the second part of the chicane, it's that tight. Not sure two cars can get around it side by side without contact so it was inevitable when neither backed out. I'm not even sure Max could make the exit coming from that wide in.
