in crown court i think potential for unlimited fine & two years, in mags it'd be less. but... assume they appeal, then clocks stop until appeal is heard - probably a year minimum? then if they lose the appeal they have four years (or is it three? might be three) to do the work. then enforcement action will take time to prepare, and court time needed to be found

Ignoring the order to rebuild, they're on arson or conspiracy to commit arson charges as well and the law takes an extremely dim view on arsonists.
It's very unlikely any would get maximum sentences (it's life) but them going away for a while is almost certainly on the cards.

I don't usually recommend Japan's building preservation techniques (because they're usually shit at it), but if there's no other option than to build apartments then maybe they should take a leaf out of the Tokyo Kabuki Theatre renovation: That skyscraper isn't behind the theatre, they're part of the same building. In an ideal world we'd keep the classic building as-is. But if it's a choice between losing it completely, or making some kind of hybrid building that preserves it while also adding the apartments then that seems like a better option.
