Oh wait, the problem is just not seeing the BIOS screen and going straight into Windows? So the computer is actually booting (or maybe just sometimes)?
You don't happen to be connected via a display port are you?
I don't know why, but DP connections often don't seem to work until the driver kicks in. Try connecting via HDMI and see if that shows the BIOS. Even if you aren't booting, worth trying as there might be some error being displayed on the screen but you aren't getting the video signal.

Yea I find the "just boots to windows" a bit odd in terms of it being a problem. You sure the screen isn't being detected until Windows starts? You say all the LEDs show the system going through the process - including VGA. If it were a GPU issue I assume the LED would just stop at VGA. Vandelay's advice above is worth looking at.

That would be it.
Unplugging the card would default the bios back to whatever GPU output is available, maybe even the VGA socket on the motherboard. Got to get into the bios to sort it.

How sure are you it doesn’t boot? Maybe you’re just not getting display out, so I’d try all the hdmi/dp outputs and maybe a different cable. Besides that, unplug everything including the ssd and only one stick of ram. After that, use a different stick of ram in a different slot. Does your monitor go from standby to on after you power on the pc?

I had this with my previous screen, connected with DP, only way to see the bios was by going through the recovery menu in win10, but that doesn’t seem to work for him.

Just got back home.
Whoever mentioned the DP being a problem was right: plugged the GPU into a HDMI port and all is now well.
Thanks everyone for the advice/help.
And yes, I do feel like an idiot.
