I think that's a tad strong. The management fees seem excessive but considering the overall fund they had access to, 1) it could have been so, so much worse and 2) £33Million does take some looking after.

Reading on another website, it suggests the charity commission has been working alongside them (along with other agencies) to let them know what they can and can't do and what they need to do as it's so high profile. It may be that this story is about no more than the CC doing it's job and continuing to help and advise those who are trying to run the charity.
