Got the DUMA and played some more on Deck. It really is a pretty stable 30 in high (i.e. maximum) detail with “prioritise framerate” on which I think does some scaling. The only issue right now is the shader compilation which should be hopefully sorted in the next day or two as more people play it and share shaders with Valve.
Even at 30 I was surprised with how responsive the game, particularly the camera, is; for all the engine weirdness in this port the actual playability of it is excellent. Flying around and zipping past enemies is as fun as it was in the demo.
I suspect one of the 6800U handhelds would be able to hit a decent 60 as well as the Deck is pretty close a lot of the time when you try it.

Playing a little more on Deck, it's got a similar thing to what happened with Soul Hackers 2 where some of the shaders don't render properly. Seeing the big bunny things render with black instead of pink fur is weird and the DUMA point crystals being black rather than white makes them harder to see sometimes. I'm sure it's fixable though.
edit: Sure enough, it's fine in the current Proton-GE.
