Didn't think it was, but it's the only game I could think of that has a topsy-turvy haunted castle at that resolution.

A big hint is to focus less on the background...

Damn it, it's one of those bullet hell games isn't it? Yup. Not too obscure a one either as it got western releases and is due a re-release soon.

Here is a bigger screen portion. It is from the one of the more well known Devs in the genre.

Came out in 2009 originally. And is horizontal.
Not 1942 or series

I was trying to remember the name of that game. That and Ikaruga are the only bullet hell games I have played and it does not look like Ikaruga.

Almost there but close enough as it is the lesser known sequel, Deathsmiles II (or IIX for the X360 port). It oddly got a digital only in untranslated 360 release in the west. They are releasing a triple pack for Switch and PS4 soon (which oddly went up for limited physical preorder last night after I initially posted the shot. I chose the less known sequel and a misdirecting level background intentionally, and the game was very aged looking on release in 2009 as a rare Cave polygon style game (rather than sprites). The arcade release came out at the end of my year in Japan in odd Early Access style form so that when you completed the first three levels you got a "More levels coming soon" message. As for the full screenshot:

I took Cappy's answer despite being the first game not the second one I used, the above post was just an explanation and passing on of the torch.
Deathsmiles II (IIX) by Cave for arcade and X360 with PS4/Switch out soon.

I think I actually have that game (DS 1 physical for the 360)... Put it on a Christmas list because it had no idea what I wanted and there was a bit of hype around it, then realised that bullet hell shmups definitely aren't the genre for me.

Put it on a Christmas list because it had no idea what I wanted and there was a bit of hype around it, then realised that bullet hell shmups definitely aren't the genre for me. The arcade game of DS1 was a mainstay game to play while I lived in Japan and it is the reason I bought a Japanese 360 because it had no chance of a western release... (Surprised we actually got 3 of the Cave games physically in the end and a couple digital only). It was one of the fairer bullet he'll games if you chose your difficulties well and avoided 999 on MBL which was a bit too much for me. I never did get a western 360...

Somebody else should have had the win, especially since my answer had a typo making it Deaths Niles an Agatha Christie themed bullet hell featuring Marple Laser and Poirot Bombs which sadly doesn't exist. I've been having problems with my eyesight recently and I can't even see a lot of typos anymore.
I did double the size of the image just in case anybody goes off that, I prefer not to have it come up postage stamp size. What game is this?

Not Shantae or Blasphemous. The first guess was the best so far if that's any help.

though looking at the screenshots now I’m pretty sure it isn’t, the style is quite different.

FOTAQ? I had to look that up. No it's not that, once again a good guess. You've got the right period and genre.

Not Broken Sword. We're getting there through a process of elimination.
