I think that's the difference, really. He was/ is an absolute bellend BUT he's competent and knows that things need to be checked.
The OBR is so important and what Truss/ Kwarteng did was spectacularly terrible.

The scale of the HS2 fuck up is staggering, it's like Boris's garden bridge X 100 million. I'm not far from where the Manchester line was due to go, so much money been spent already on absolutely nothing.
