The only way you can regulate is via land based laws.
Illegal for US company to sell trips on an unregistered vessel etc
Then the long slog of getting all countries to sign up begins.

I thought the issue was, there are regulations for submersibles, but the owner of OceanGate hated them and the company operated under a loophole.

Yeah there is regulation for taking clients out on expeditions or tours, oceangate got round that by making their clients become members of oceangate and signing waivers. They need to close that loophole because up until they did that they couldn't take paying customers out on voyages.

The crew member status and waivers were an attempt to cover themselves against legal action in the result of an accident rather than to circumvent any particular regulation
