WR, TE and RB are allowed to receive a forward pass. Anyone else has to be declared, so the defence has an opportunity to mark. Otherwise you'd just let a tackle stumble forward and receive, and the defence would be all wtf. Edit: and something to do with allowing TEs on an OL to move ? Depending on formation iirc.
IN THE INTEREST OF FAIRNESS. Imagine the playbook if anyone on the OL could receive a pass. Also explains all the lateral funs in daft finales.

I don’t quite get how, on that last Eagles drive, that cornerback could get clobbered in the face by the centre straight after a pass and it not be ineligible downfield. It’s a mystery!
