It is a bit suspicious, but multiple users have been banned for talking about it or sharing it so far, so either Elon is being Elon and kneejerking instead of debunking or there's some truth to it...
Either way there's definitely some degree of "leniency" in enforcing the rules. The N-word is supposedly banned, for instance, yet you've got people like Andrew Tate using it with no problems...

It’s not how Okta works, it’s not how API returns in a webpage work, there’s literally nothing but this screenshot as evidence and yet everyone’s falling over themselves to share it. FWIW I hadn't seen anything debunking it until I'd already shared it here and you put doubts in my head... and I'm both not familiar enough with Okta to instantly peg it as suspicious and negative enough on Musk to easily believe he'd pull something like that.
I'll do better verification work in the future.
