Looks like it's from the second half of the 90s unfortunately there was a massive boom in Tekken wannabe 3D fighters around then which makes this difficult to narrow then.
Safe bet, it's not an N64 game. That leaves PS1, Saturn or possibly Dreamcast, both of which have loads of 3D fighters many of which were import only. I'm pretty certain I'd have remembered Gary Glitter in Virtua Fighter, Street Fighter EX or Tekken. Can't be fighting Vipers, or Soul Edge, or Bloody Roar, or Bushido Blade. Which leaves... ?

Unless this is a very small part of an image, the models in Shenmue were more detailed than that.

I was thinking one of the Alice games when i saw it. It's not Layers of Fear as it's too comical for that game. My other thought is a Doublefine game but it doesn't fit the Psychonauts art style. It's not Undying or Still Life either.
edit: Oh. Firstly i'm surprised Google Image Search gave me a vague hint and was somewhat close for the first time in years and secondly, never heard of it either. For obvious reasons.

Initially I though it might be from Doublefine's 'Stacking' but I think the eyes are too creepy for that. Cheated and never heard of it, (maybe because it was a kinect game, but probably ignorance).
