There's a few that probably have to exist due to the way some things function, Lord Chancellor, Lord Keeper of the Privy Seal, Lord President of the Council. Because they're to do with the way "The Crown" interacts with either government, executive or judiciary. But beyond that even Prime Minister isn't technically established as a thing anywhere. So pretty sure a combination of the King and whoever can work a majority in the Commons could rename it "First Minister of having it large" and it would still work. That said, there's massive Civil Service departments, like HMRC or the Home Office and not having someone in charge of them would be fucking bonkers. So there's built in inertia. But no reason you can't merge them or rename them. There's nothing to say you couldn't appoint one person to be Minister of Everything and assign them all the departments. Other than it'd be fucking stupid. |
